Community Based Rehabilitation (CBR) Programme in Collaboration with Lebenshilfe, Germany, and Ministry of Economic Cooperation and Development, Government of Germany

The main objective of the CBR Programme is to provide service to the disabled persons at their doorstep. The Itinerant Special Educators appointed under this project visit the homes of persons with disability on regular basis and help the parents to conduct home based Special Education, and Vocational Training programme. The Organization has implemented a Project on Community Based Rehabilitation of Persons with Disability with a focus on Intellectual Disability in collaboration with Lebenshilfe, Germany, and the Ministry of Economic Co-operation & Development, Govt. of Germany. The Project was implemented in 16 Community Development Blocks of Orissa spread over 12 Districts from April, 1999, to December, 2002. The project also included infrastructure development in Bhubaneswar and Balakati Branches of the Institute. 

The Organization is implementing another project entitled “Help for the Persons with Disabilities and their Families in Orissa in collaboration with Lebenshilfe, Germany & Ministry of Economic Co-operation and Development, Govt. of Germany from April, 2005 to December, 2008. The project is being implemented in 8 Community Development Blocks of Orissa which is spread over 5 Districts. Training and Orientation Programmes for the Volunteers from each Panchayat (the smallest political and administrative unit consisting of few villages), Parents, and Social Workers are conducted as part of the project activity. The project activities include awareness Generation on Disability, Publication of Literature on Disability in Regional Language, Parent Counseling, and Home Based Special Education programme. Vocational Training and Placement of persons with Disability in locally available vocations is one of the major activities under the project. The project also has provision for supply of Aids and Appliances to persons with Orthopedic, Hearing, and Visual Disabilities.

A total number of 7125 persons with disability are under the CBR Programme. Most of these people are below poverty line (Annual income of the family is Rs. 11,000/- or below) and require intensive long duration service which needs lots of money. 

Self-Help Groups

As a part of the CBR Programme, Jewels International has formed a number of 50 Self-Help Groups (SHGs) by the Disabled Persons and their Family Members in 16 CBR Units during the period April, 1999 to December, 2002. Each SHG was given an amount of Rs. 10,000/- as Revolving Fund. Each member of the SHG also contributed Rs. 10/- to Rs. 30/- per month to the common fund of the SHG. All the money was deposited in a Bank Account. The members of the self help groups take small loans from the common fund of the SHG and use the money for small business, animal husbandry, and agricultural activities.

The organization also has formed 80 Self-Help Groups under the second Lebenshilfe Project being implemented from 2005 to 2008. All these Self-Help Groups have received Rs. 5000/- each as Revolving Fund. Every member of the Group is contributing Rs. 10/- to Rs. 30/- per month to the Fund of the Group and working for the betterment of their members.


Early Intervention and Home Based Training Services for Children with Intellectual and allied Disabilities

Chetana offers Early Intervention and Home Based Training Services for the children with Intellectual Disability, Delayed Development, Autism, and Multiple Disabilities, who are unable to avail either day care or residential services due to various reasons. The Specialists of CIMH either visit the homes of such children or invite parents of the children to the Centre, and train them with the skills to manage their children in home setting. The centre also provides Early Intervention Services for children with Developmental Disabilities from birth to six years of age. 

District Level Early Intervention Centre for Children with Disabilities in Collaboration with the National Institute for the Mentally Handicapped, Secunderabad 


The Organisation has established District Level Early Intervention Centres in Khurda and Kalahandi Districts of Orissa State in collaboration with the National Institute for the Mentally Handicapped, Secunderabad. The Centres are functioning in Bhubaneswar of Khurda District and Bhawani Patna of Kalahandi District. The Centre has facility for early detection and early intervention of children with all types of disabilities belonging to 0 to 6 years of age. These centres also provide Physiotherapy, Occupational Therapy, and Special Education Services.

Special Schools for the Persons with Intellectual Disability

Chetana Institute for the Mentally Handicapped has three Special Schools for the persons with Intellectual Disability. These Schools provide Special Education and Vocational Training. One Special School is located in Bhubaneswar, the Capital of Orissa. The second Special School is located in Balakati, a suburban area of Bhubaneswar. The third Special School is located in Dompada, Cuttack District. All these three Special Schools provide Hostel facility. These Schools have 170 seats in the Hostel.

The Special Schools at Bhubaneswar and Balakati are recognized and supported by the Women and Child Development Department, Government of Orissa. The Special School at Dompada is recognized and supported by the Ministry of Social Justice and Empowerment, Government of India.

The State Government provides Rupees 750 per child per month towards food and maintenance cost. The Government of India provides Rupees 850 per child per month towards food and maintenance cost. This amount is about half of the amount required to provide good quality food, health, and living facilities. The organization looks for donations from individuals and corporate houses to makeup the deficit.

 

 

Vocational Training

It offers Vocational Training to Adults with Intellectual Disability by proper evaluation of their strength and needs. This training is provided in Vocational Skills such as, Candle making, Door Mats making, Envelope making, Packing of Turmeric and Spices, Dairy Farm, Cultivation of Vegetables, Liquid Soap Manufacturing, Phenyl Manufacturing, File making, Packing of Wheat Flour, and Tailoring.

The Organization has established a Wheat Flour Mill to provide vocational training and engagement to adults with  intellectual disability. The Mill has a capacity to produce 3 Tons of wheat flour every day. This Mill can provide work to about 20 adults on regular basis. 

Mental Health programme

The organization has started Mental Health Programme in the Khurda District in collaboration with Orissa Voluntary Health Association, Bhubaneswar, and Basic Needs India, Bangalore from April, 2008. This programme will run initially for a period of three years. Under the programme, Chetana shall identify at least 75 persons with Mental Illness and provide them treatment, vocational training and placement facilities.
